I need some help with fixing my outboard. I am going to supply as much information as possible for anyone who might try and help me out.

The problem is seen in the video below. First the motor will not idle for more than a few seconds usually before it will shut off. So to keep it going I give it a little gas in neutral first. Then I put it in gear and it'll start to speed up normally, but then before long the motor will decelerate on its own. When you hear it going up and down in the video, I am holding the acceleration still at one spot. It is almost like it is trying to speed up but can't. Maybe because it isn't getting enough gas? That is what I thought so I recently replaced the gas line, it is probably a bit too long but seems to be fine. I don't know if length would actually make a difference. Here is the video.



Here is some History as to whats happened since it has worked:

It worked fine until this winter. The boat got snowed in at school where I had to leave it for almost two months. Instantly on the first time out, started to have some problems, but after running it a few times it seemed to start running well again. Then the motor started some time in Februrary to make this noise that you heard in that video. We found that the fuel line had a hole in it and if we held the line up out of the water that was in the back of the boat then it would run fine. It was like that for a while until it got to the point where even if we held the line out of the water then it still would do the same thing. Now I have a new fuel line in, seafoam in the gas, and it is still doing the same thing. Any help would be greatly appreciated.
