Use Marine - Tex....easiest to use, made just for your situation.

Clean the area well with acetone and remove any loose chips, lightly sand and put the marine tex on with a putty knife, try and get it smooth and you won't have to sand it when it dries.
Made for fibergalss/gel coat repair, bonds solid and does not come off.

Any marine store should have it.
