Can some of the water inlets on a lightning gearcase get plugged like a lot of Merc guys do, to be able to raise the motor up higher without injesting air.

Yes, but be sure you watch your water pressure so as not to overdo it. You could also modify your inlets a little to help water entry.

What size plugs would I need to use. I am working on a friend of mine Blazer and the boat does good at 1/4 below the pad. But it starts to inject air and loses water pressure otherwise water pressure is at 15 at wot. How many of the four holes would you recommend plugging?

The way we always did it was to use some sort of cold weld compound in the upper holes and then move down till we were happy. The HO case has much smaller holes than the standard case, so you have to use caution. At 15 P.S.I. @ W.O.T., you're border lining now. You may want to consider one of the Low Water Pickup kits or housing. I have a nice housing with one of Bob's kits on it, but it needs a skeg welded on. Housings are usually in the 300-400 dollar range, plus the pickup kit at @ 200.00. I'll make someone a deal in this one if interested.
