Just purchased a 1998 TR19 and while exploring it, found that the port (left) livewell recirculator does not work. Any ideas why or suggestions on how to fix it? Do we need to replace the pump? Thanks.

If they are that old I would go ahead and replace both pumps. Its not hard to do you can purchase the pumps at Wal- Mart. I only replaced one and a couple weeks later I was back in there replacing the other one.

What are the pumps you can buy at Walmart?
Some carry Atwood tsunami pumps. My '01 Triton has older discontinued Atwood pumps, likely the same for yours.
