Just like the subject says, my outboard won't trim down while on plane at full trim up. Once I come off plane it works fine. Any ideas?

It’s more than likely one of the relays. There are two on back of the motor. One is up the other down.

No I miss read your post. So it seem it’s doesn’t have enough pressure to pull the motor down while on plane. Then my guess is you have a restriction in the cylinder some where.

I was thinking it might have some sort of cylinder issue, not enough power to trim down with the force of the speed.
I'm wondering if that would be part of the engine warranty still? Got a free extended motor warranty, I think it was for 6 years.

yes it should be under warranty. It’s a 16 so the whole motor should still be ineffect. Those extended one get tricky . If it’s though a different company. But if it’s though mercury, it’s still the whole thing.
