mine (04) quit working also, and I think it is the gage itself. It gradually started getting worse over the last 2 years. It barely moves when you trim up/down, etc.
if its a yamaha its the trim sending arm is broken. replace with a new metal one.
It is a Yamaha....Where is this "arm" located?

I was told those replacement arms in metal were only about 5 or 6 bucks . Thats a pretty good deal .
