2002 19XL....Merc 200 EFI, running 5900 WOT 3 1/4 below, Tempest 25, 2 plugs out-1 large plug, water pressure 20-22, 62-64 mph on GPS w/just me and BPS in boat w/half tank of gas...Hole shot is pretty good until I fill livewells then it's HORRIBLE!!

You'll have to put some plugs in it to help with the holeshot. You're letting too much exhaust out of the prop.
RPM's are good. Water pressure is good. Speed isn't. You've got a lot of slip coming into play. First thing I'd do is put a couple more plugs in that prop. I'd also think you could turn a 26 with that setup.
