Simple question will a 140hp get this boat out of the water or will it be a complete dog?

My 2000 ZX185 with a 150 will do about 60 so I think you'll be fine.

There should be a minimum hp rating on the rating plate. minimum hp may be around 115, It will get on plane but don't expect to much more out of it.
