I have a 1991 Fastrike and was wondering if there are bushing in between where the bracket that mount on the transom and the steering tube goes together like at the pivot point are there bushings I have a little slop side to side and was wondering????

There are bushings on the steering arm that passes through the swivel bracket.
There are also bushings on the tilt-tube.
You also have upper and lower motor mounts that could fail and cause the condition. A little troubleshooting is in order to determine what is at fault.
If you want a good understanding of the above, purchase a factory service manual or take it to a good Evinrude tech for inspection.
