I had that same problem on my Ranger 185VX. The top of the starboard side fender opening was just about 2" off the top of the tire. My dealer "turned" the axle and got a couple of more inches of clearance and it took care of the problem.
According to the mechanic my year of trailer (2004) was a year where the axles could be turned. I took it from that, that you just can't do it on all trailers. The other option was to replace the axle.
I can't explain what turning the axle actually is, but it only took about an hour total.
I'm guessing you have a torsion axle. Fairly common for torsion axles to "soften" after a while, causing the trailer to settle. As mentioned, some can be adjusted, but most can't. Axle replacement may be in order.
Look underneath and be sure that all the brackets and mounting hardware are sound and not bent.. I had a 2005 model and 2 years ago the alxe brackets snapped. I noticed that the tires were close to the fenders but I bought it that way and never thought anything about it.

Yep as mentioned make sure the brackets are not bent or broke. My 2006 trailer had a similar issue and it was broken brackets and i had to replace the axel. Good luck. Ranger helped me out on this one.
Good to read this. I bought my 04 190VS used and the fender was rubbing on the tire and there was a groove worn into the sidewall from where they made contact. I shaved a section of the fender down so they wouldn't make contact anymore but they're still pretty close. I never noticed any issues driving the trailer (noises, bumping, etc) but I will now check all the hardware.
Had a 2005 single axle trailer that was rubbing the inside of the fendor by 2010. They told me this year was not adjustable
Replaced axle and still didn't seem right. Ranger sent replacement axle but I traded boats before I had to deal with it.
This is a commom problem on the single axle trailers.
Even though I shaved the fender to correct the fender/tire issue, does this mean that I may need a new axle? Should I be driving on the current axle? What am I dealing with here?

Does your 04 trailer have springs or torsion axle?? I think they switched from springs to torsion axles in 2005... These trailers are two entirely different animals.. If your 190 is on a single axle trailer with springs they may be getting week.. Had that problem on a 300 series boat and got heavy duty springs from Ranger and fixed the problem.. Hope this helps..
