Anyone know what this is for?

This thing above the cleat. It came on the boat when I bought it (used).
I'm guessing it's for fenders. Looks like it needs a pin or something for it.
Does anyone know? If it is for fenders, do you know how I can use it?

I believe that is a black light receptacle for night fishing. There most likely one on the other side also. Pull plastic plug and you have a receptacle that is wired for D.C. power.
