The tube is most likely clogged. Mine had a splice under the top. Took it off and blew it out.
look on the motor just above the prop shaft in the front you will see a little hole about 2 inch above the front of your bullet on the lower unit.take a small drill bit by hand ant twist it in there.it goes in pretty deep ,when you hit the debris water should start to flow out and you will be good to go.Also you can take it apart up by the lower cowling and blow air through it .You can also blow air in to the hole to see if it is working .the gauge will move up and down.
