just got the boat 2 months ago anyone know what the heck these are, there are two of them on the front of my boat and I have no clue what they are

The bottom clip also has to be used...usually. Probably a person that did alot of catfishing had it before you?

Maybe they are there to attach those floating crappie lights? People come up with all kinds of stuff.
