Trolling motors seem to work O.K. even with low battery voltage, as many damaged batteries are ruined by running them down past their recovery capabilities. Remember, a motor uses power, or wattage to produce thrust. Watts is amps times voltage. If it can't get volts it uses amps at a higher rate, and amps is heat which can damage electronic assemblies. I wouldn't do it personally, because the control board is more than the cost of a new battery.

You can run a 36 volt on 24 volts but not recommended. You will starve the motor and take a toll on the armature and brushes as it will work harder. You will wear it out quicker!

As stated above, it can be done -- but there are future problems that could exist.
