93' Johnson 115 problems

I have a budy that just picked up a used boat with a 115 Johnson and he is having problems with it.

First - It starts and idels fine but once you put it in gear it dies. The only way to get it to go is to time the shifting into gear and the gas and you can get it to go.

Second - It runs fine at 1/4 - 3/4 gas but once you go to WOT it will die after about 30 seconds.

I'm thinking it needs a carb rebuild and maybe a new fuel pump??

He also told me that he even got an alarm after ideling for a while last night on the water.
