I have a Shimano CI4 3000 spinning reel.
When the bail is flipped open the handle and rotor is hard to turn. With the bail closed it spins real smooth.
Does anyone know what's going on with my reel and how it can be fixed ?

It shouldn't be like that and if like to know why it's doing that please.
It's not because the rotor is at the spot where it trips the bail closed. It's tight in any position with the bail open....
that is typical of most Shimano spinning reels. It is the positioning of where the rotor is vs. the trip ramp. You cannot try and baby a Shimano spinning reel into gear. Hard to explain without being able to demonstrate. Dan
I didn't totally understand what he was trying to say..But, when you mentioned the trip ramp I know what it's doing now. I had a Saros 3000 get hung up on the nose of the trip ramp. I ended up taking some nail clippers and cutting the fine point off of the ramp ,made it a little more blunt..it worked like a charm and I never had anymore trouble out of it.
It's not getting caught on the trip ramp. It's hard to rotate at any position whenever the bail is flipped open....

No, it is not the bail assembly, and I would advise not taking it apart. It is most likely a friction ring issue if it occurs when the bail is open, and yes, I've worked on a few reels in my time...;) Dan
How do I get to this friction ring?
Is it a simple job at removing it?
Are there any tell-tale signs by looking at it that'll indicate it's causing my problem?

take the rotor off , you'll see it.. looks kinda like a rubber band with grooves ,very easy to change.
