Water pressure is reading 14-15 at idle and over 30 at WOT. Engine also seems to be running rich, with carbon buildup in exhaust. Tech told me that it could be the poppit or thermostat stuck and causing it to run in cold start mode. Opinions?

Does the gauge go back to "0" turned off? If not you have a frozen/bad gauge... If not, I would bet a plugged popit valve.
