"possible starting problems"

hi guys... 94 115hp... when the motor is tilted fully... it want start unless you give it a tiny amount of ether shot... but it will start fine , lets say if you ride along for awhile stop.... say you sit in spot for 30-45 min it will start right up... but if you tilt the motor up and set it back down it will not start until u give it a shot of ether? kinda wierd... what could be the possible problems?

float sticking in one of the carbs. If you pump the bulb back up tight, will it start then?

we adjusted the choke it is working fine now:)
