GIMP is what I use. Completely free and I "think" you can use in on a mac as well but not 100% sure.

Can anybody confirm they are using GIMP on a Mac with OS Lion?

I havent tried it on Lion yet but i will and let you know. I would assume since its not a rosetta app that it would be fine.
