Got my callback from DWF.... According to the enforcement agent that I spoke to, the question of shutting down the outboard outside the access area and using a trolling motor inside the area is being discussed within the department and a final decision has not been made as of yet, HOWEVER.......he added that they will NOT be ticketing in that situation until they come up with a final interpretation.
He said that as long as the outboard is tilted all the way out of the water, they will not give tickets for being in there.
I also asked the question of what is the border, and he stated that the pilings were the border for the limited access area.
So... get about 25 yards from the pilings, shut down and tilt up your outboard and drop the trolling motor.
