There is defiantly room to argue for both. The science of bass fishing IMHO has grown with the study of seasonal patterns and bass behavior. Additionally the science of technology weighs heavily with GPS, sonar, & side looking sonar. There was a time when an angler could master a jig and win a ton of cash, now you seem to have to master all aspects of fishing such as techniques, electronics, and behavioral knowledge just to be competitive. Being able to "read" the water and dissect a lake in order to make accurate and timely decisions is an art that's probably based on science. All that said, I'm sure I'm not alone when I say I would rather be lucky than good.
