Issues with power tilt and trim

I have a 1996 Evinrude 150 Model # E150ELEDB Ser#G03962289. When trying to put the power trim up, it did not work. The relays both clicked when pushing the button, just trying to figure out where to go from here. Could this be the pump, the motor, don't know what to check next.

    Try swapping the relays first.

Make up two jumpers long enough to reach the battery and the wiring harness to the trim motor. Take off the motor cover, find the connection from the trim motor to the motor. Separate them and connect on lead to battery ground and one to the trim motor connector either spade. Connect the other jumper to + and the other spade the motor should go up/down. If it doesn't it needs to be either replaced or rebuilt at an auto electric shop.

Need to support the motor on the trailer support bracket, remove the pivot pin from the tilt ram and open the manual release screw to lower the tilt ram. Let the assembly fall towards you and you can then remove the bolt. Don't forget the O ring on the motor when you install the new one.
