How hard is it to put in new water screen in a lower unit in a 91 evinrude 175 hear is the motor number (mod) VE175SLEID and (ser) R 0623746

Not hard. Have to pull the water pump off to get access to the two tabs at the top of the screens. Don't touch any phillips head screws on the lower.

Where are the screw located? So I wont mess with them.

Near the screen. When the lower is off it would be a good time to replace the pump assembly. Before taking the lower off it would be also a good time to check the fluid for water intrusion so you could replace the seal on the drive shaft bearing that resides under the wear plate of the water pump. If you decide not to replace the pump and/or seal replace the gasket below the wear plate as it may tear when you remove the plate.
