It is either sticky from some corrosion buildup or from insulation melting off your stator coils. Either way you have to pull the flywheel to clean and lube the timer base. Use the moly-grease on the inside brass sleeve and outboard oil on the plastic bushing retainer.
If the coils are melting plastic onto your engine block, chances are you have or had wing nuts on the battery terminals and your voltage regulator may be faulty.

Not to be a Dumb A*% but, will I have to pull the stator or anything else other than the flyweel?
yep, stator too. Get a manual and the correct puller before even attempting this or find a mech who is familiar with your motor.

In the old days we got more time from OMC to replace the stator than the timer base. Did not make sense, the stator must be pulled to get to the timer base. I loved warranty work! NOT!![]()
