I am looking at a 21ft Viper fish and ski with a 200HP merc. Trailer is dual axle.
I would be towing it with a 1999 1500 Dodge ram with towing pkg. It is not 4x4 and I was woried about launching and retreival of boat with a 2wd truck.
I will get a brake controller put on truck if I get boat.

That truck will pull the Viper just fine and there are lots of guys that tow with 2 wheel trucks/SUV's.
You won't need a brake controller; the brakes are surge brakes, not electric.
Only time 2 wheel drive is a problem is on a slippery ramp. The only time this came in to play for me was when I was taking the boat out of the water on a rainy evening after doing some night fishing. It had stopped raining but the ramp was REALLY steep and slightly damp. Ended up having to drive a few miles to a different ramp to get the boat out of the water the next day. 4 wheel drive would most likely have pulled it right out.
