Did you check the fuses under the hood on the driver side fender?

Your truck should have seperate fuses for the trailer lights, they are not the same fuses that run the brake lights. They are in the under hood fuse box. Your owners manual will show you where they are at. You will have a trailer brake light, and trailer turn signal fuses. I ran into the same problem with my 02 silverado.

Had the same problem on my 03 silverado last year, fuse under hood kept blowing due to a bad trailer wire. The insulation on the wiring in the trailer had worn out and kept grounding on the frame and blowing the fuse. The trailer light receptacle on my truck was also coroded a bit so I replaced that as well as rewiring the trailer and upgraded to all LED lights since I replaced evertything else.
