I have always used the axle position as the center spring hanger position when rebuilding equipment trailers.
The original axle is where the pivot load is, and it splits with two axles. I would guess it is the same on a boat trailer.
The cons, as stated, you will have to buy twice as many components, tires, hubs, bearings, seals, etc. it’s also a little harder to to turn while backing up, mainly at harder angles. But pros are safer if you blow a tire.

You'll be time and expense ahead if you just buy a new or other trailer that is already a tandem !! More Tires, Springs, Brakes, FENDERS, ect !! And then it will be Geometrically correct !!
