Look in NE Wyoming or SE Montana.Sheridan Wy.Powder River,Crazy Woman Creek.Lots of mule and whitetail -not huge mule deer ;but lots of good typical 4x4.I lived in this area for about 8 years and got to hunt on some great ranches.Permits are easier to draw in this area because it is heavy private. If you can get access to a ranch you will not need a guide. If monster bucks are what you want look at the units around Pinedale and the hoback.More public ground;but harder to draw a permit.Don't hesitate if Wy is in your plans-I think the deadline to apply is in FEb.
the biggest problem with montana is the guaranteed tags. they are expensive for sure. Wyoming is a great place but can take a year or two to draw in most areas. montana is the same way. i have some ideas for you roddy.

I hunt Desert Mulies here in Texas just north of Big Bend park. It's a 70,000 acre ranch with good food and place to stay. It's guided 2 to 1. It's a safari style hunt out of trucks and jeeps out of a high rack in the back. $2250 to go and another $2250 if you kill. It's a 4 day hunt in December. Last year I got a 27" 164 5x5 on the second day.
Lots of good public land hunting in Colorado. A "do it yourself" is the only way to go in my opinion. No matter where you go, you need to get drawn most of the time. Deadline for Colorado is the first week in April. I took a 28" muley in '09 on public land. I have taken 3 bull elk and at least 7 muleys in the area we go. I can point you to the area we hunt. Shot me an IM if you want some more info.
