In a 2 stroke engine, the oil is mixed with the fuel. There is no "oil fill/drain" for the crankcase because straight oil is not used in the crankcase. You would still need to change the lower unit oil, however. On a 4 stroke engine, you do have to put oil into the crankcase and also do periodic oil changes. Hope this helps.

That quote doesn't make sense. 2 strokes don't get oil changes. 4 Strokes do. If your dealer really said that, I would start worrying.
-edit- as Wayne mentions below, all outboards need their lower unit lube changed from time to time. My original post is referring to engine oil, not lower unit oil/lube/grease.

I spoke with an Evinrude Rep at the Milwaukee Boat Show and he assured me that the lower unit oil does not have to be changed until 3 yrs or 300 hrs. He stressed the very low maintenance on the motor - no lower unit oil change, no plug changes, and no impeller changes for the 3 yrs or 300 hours. Only time and their warranty will tell.![]()
