The Goof Off works good to get the adhesive off. You can pick it up at most stores.

WD 40 or any similar lubricant works really well too.

Goofoff is good. Are you trying to remove decals and leave blank and get the area where decals were originally applied to? If your trying to get the cowl back to it's original shine iti s possible to do that if the cover is not faded too bad, You can wet sand and possible it might bring it back. Got any pictures to post on here to see?
If your wanting it back to the original shine and luster than you might end up having to paint it.
Message me if i can help.

Just did mine. Lightly heat with a propane torch. They come right off.

if u cant or are not familiar with auto paints u can take it to a local body shop.black is about the cheapest paint so i would say they would sand and base clear it fer about 150 bucks.
