Run your hand on the top cap, if it is rough. Try and wet sand a small area with 600 grit wet sand paper. Use plenty of water to keep the paper wet. Run your hand across it and if it smoothes out and the color is still there you are in business.
If the surface is smooth before you start, wet your finger and wipe it across the surface. If it looks shiney try the buffer.

Thanks for the tip. The problem I am having is like you said. I can get it wet and shines good and I have put baby oil on it and it has shined good for a few days but nothing has lasted. Do you think I should try to buff it out and if so what is the correct procedures for buffing? May sound like a dumb question but I am lost on fiberglass boat paints and gel coats. Thanks for the help.
