In my old boat - I had this same problem. Now - mine was 2 different reasons. First off - the seat bases I had were older - and the rubber bushing was old and worn - so I bought new ones and installed them.
Then the plate was a little loose - so I made braces out of flat stock and installed them under the deck to span both bolts on either side and carry the load further out past the bases.

Curt, sounds like the black plastic seat inserts. You can get them new from Ranger. Be sure to specify the model w/ vin number as Ranger makes two sizes. They send the insert w/ glue. Use a flat head screwdriver and hammer and pop out the old ones. They will break in about 3 pieces. Once removed than use the hammer and the wood piece supplied by Ranger and apply glue to outside and then hammer it back in place and also make sure the insert is turned up in the right end.
