How can you polish or sand the metal flake to remove the white oxidation from the sun.
If you are down to the metal flake, you will have to apply a clear or gelcoat over the top. My guess is, the gelcoat is what is chalking. Depending upon the topcoat condition and how weathered it is, you can buff the finish or start out by wet sanding.
