Best way to flush fuel tank with trash in it?

I am still trying to fix the problem with my boat. Does not want to plain out with out extra weight on the bow and has a high speed stumble occasionally. Compression checks good and equal, power pack checks good. Today I pulled the fuel filter off and primed some fuel into a clear jar and you could easily see some small fine trash particles. I would guess that they are coming from the cork float on the sending unit. I believe the best step would be to buy new sending unit and flush the tank but I thought I would see what the experts have to say first. What is the best way to flush the tank? I guess I should clean out all the jets? The boat is a '89 Javelin 366 w/ Johnson 120. Thanks!

You should be able to remove the fuel tank and empty it in a suitable container.

This would be the best way to clean it, not the easiest but the best.

Pull the carbs and clean them, install new carb kits while you have them down.
