I have a Megabait Charlie that the lip is broken off of. I would like to know what I can use to seal it up.

I just joined the site so this might be a little late. I've had success replacing lips on some plastic and wood baits using both 5 minute epoxy and and epoxy putty, the kind woodworkers use. Just cut out the broken lip, fit the new lip and epoxy in place. If painting is an issue, use the 5 minute, it will set-up fairly fast and won't run too badly. If you are going to repaint, use the epoxy putty. You can mix it according to directions, force it into the gap created when the broken lip was removed, then force the new lip into the gap. You can work the putty with a wet knife to smooth the joint.
I have more unpainted cranks than I know what to do with now. Plus, I'm trying to develop a swim bait so I'm buying as little as possible.
