OK 2 things....
1-How many RPM's should the motor turn.
2-If you take your finger and tap on the tach on the console the needle jumps around. What is the problem...loose wire on back of tach?

5500 RPMs, I'll defer to the gurus on the tach.
System check tach or analog?
Meaning do you have a system check tach? Or a regular tach? The system check tach has a plug in the back of it. An analog has 4 wire wires on the back of it and are attached to individual posts.
I will have to pull the panel and look.
No just look at your dash if you have 4 lights on the bottom of the tach for no oil, low oil, hot, check engine you have a system check tach. You may have a separate system check gauge (2 1/8th") gauge that does the same thing. And just have a regular tach. Only reason I ask is you can unplug the connector in the back of the system check and replug it and it may help.
2 seperate gauges.

Bad guage.
