Tilt works fine but the gauge does not move at all. Any suggestions?

Check the sender. The arm may be stuck on one of the wires. Top underneath side of the port mounting bracket.

I located the arm that swings to work the trim gauge. It does not move freely but is not stuck. Should i just spray it with something to loosen it up or should i take it apart to clean it? I have the engine manual that should explain it. Thanks for all your help.

You can disconnect the sending harness in side the motor. Set a multi meter to ohms and insert the leads in to sender side of the harness. As you manually move the arm you should get a change in resistance. If no change then you need to replace the sender. If it changes there then hook the harness back up and check your gauge with the same process. You will need an assistant to move the lever though. If you get a change at the gauge but no movement the gauge is bad.
