I have a constant warning alarm coming on after the motor has been shut off for
15 to 30 minutes or so. It doesnt come on while running down the lake and does
not limit me to 2800 rpm like a overheating problem. I have replaced the impellar
and have a good flow of luke warm water discharging. Could it be the sensors in
the block if so, how do you check them or get them out of the plastic housing.

Does your alarm sound with the key in the off position? To test your alarms make up a jumper wire and disconnect all the tan wires on the block. Turn the key to on and touch each wire to ground that will verify they alarm.
Now if the alarm sounds after shut down with the key on unplug each sender until you find the offender.
The alarm only sounds when the key is in the on position but not every time.
Constant or just a short beep. A short beep is normal unless the key is on and the Oil tank is empty and the VRO knows it.If it don't shut you down to SLOW mode then it is the vacuum alarm and you have a fuel restriction problem somewhere in the supply side.
Model and serial number would help us answer your questions but it sounds like a bad horn to me.
