1992 evinrude 200xp problems

I have a basscat boat with a 1992 evinrude 200xp. I have replaced the power pack, the stator, the voltage regulator and rebuilt the carbs. The motor will not rev past 5200 rpm under load (while moving) I have put a 22p raker and a 20p raker and a 25p shooter prop and all that I see is 5200 rpm. What could cause this? How can I make sure the tac is correct?

does it sound any different with each prop?Like you may be turning more rpms.Could be a tach problem.

how do I check the tach??

Test it against a known good tach usually a shop tach.

I took it out today and I swapped props and it sound the same , If I raise the motor with the jackplate the rpms increase but the motor will be too high and I lose water pressure. So I think the tach is good. What else could cause this problem? Coils, timer base?

Wouldn't think any of those, If you are swapping props and the motor is good and responding to throttle fine. I'd suspect the tach. Crawl under the console and find the pole selector switch on the back, mark it with a marker then switch it around a few times then set it back a the orginal setting.

I looked at the back of the tach and I didn't see a switch. It is a VDO tach. I don't know if this one has a selecor switch.
