If your question is about the 75 E-Tec in your siggy, it depends on which trim unit you have, the early production unit has twin trim rods and a tilt rod so when it reaches full trim it will change speeds.
The late production trim units have only one rod for trim and tilt and they will be the same speed all the way through the range....sounds like yours is a late production.
