It sounds like the motor cover hasn't been removed for quite a while. Saltwater screws up everything but the fish.
Your only choice is to start drilling out the aluminum handle shaft a bit at a time. Make sure you center the drill bit in the shaft and start with about 3/16" or 1/4" and drill until you feel the bit hit the latch screw on the inside. Then use about a 3/8" bit to enlarge the hole, then keep going bigger until the shaft is drilled out. You can then carefully punch the screw end in and remove the cover.
Remove the remaining handles and shafts to give each one and their bushings a coat of Triple Guard grease.
