Theres one i i stop at pretty regularly and theres been a few times, theres about 4-6 people in there buying every carton of newports they can and they all go get in the same vehicle... When I was a smoker there were places that sold them w/o the tax stamp, those were black market.

The mob used to make big money smuggling cigarettes from southern tobacco states where the cig tax was very low to northeastern states like NY where the cig taxes were very high. Same thing happens when people would smuggle cigs into Canada. One of the first times I was ever pulled over in Fort Erie Canadian customs when towing my boat the officer wanted to see inside the boat and compartments. Of course, I was perfectly legal. After his inspection he told me that some guys will load their boat with cigs and sell them in Canada and pay for their trip with the profits.
