Blow up a balloon about the size of your fist, tie it to your line about 18" above your hook (either a weedless or circle hook) hook the shiner through both lips if you want tht shinner to swim deeper, or through the back if you want him on the surface. Pitch it close to cover and hang on !!!

Back in the 70's when I was a part-time guide, I would hook a live shiner half way between the tail and dorsal fin, I would then clip half the lower tail off, cast the shiner out with or without a float (balloon or bobber) and hold the rod tip up high to make the shiner swim in a erratic motion on the surface. We would get some explosive strikes. The shiner woul make a distressed sound on the surface of the water and also just under the water. This would work very well around outside grasslines, in boat trails, next to pad fields and over hydrilla.
