Try a pair of vice grips and clamp off the line replace the seperator, release the pliers and hose down the inside of the boat.
I use the Racor filter with the clear plastic bowl and drain valve on the bottom. I just drain a little gas into a small container and remove the filter with no spillage.
IF the filter assembly is lower than that top of the gas tank, then you may have a siphoning problem which could be dangerous. Just think what could happen if the filter rusted through and a pinhole allowed gasoline to leak into your bilge, a whole tankful !
That is why a quality anti-shiphon valve should be used. Better yet, mount the filter in a higher location.
