Should the livewells drain out the bottom on the trailor? The only way I seem to drain them is to pump it out. There are two levers beside the shifter and they don't drain in any position.

Mine work by the lever facing up it closed and back is open.

will the livewells collect any water with those levers in the open position? As stated above one position is open the other is closed. Open will allow the livewells to drain when on the trailer and will also allow the livewells to fill up about 1/3 to 1/2 when in the water. If not your valve or line may be clogged. Look in the bilge area for a big orange or red valve looking device.

Yes the livewells drain out of the bottom on the pad. Should have 3 settings. Auto, Recirculate, and Empty.
Recirculate is for closing off livewell when not using them so water doesn't enter the livewell or for when trailering the boat to keep fish alive. Auto is for holding fish in the livewell. When on plane it automatically closes the transom port to prevent water lost then opens when off plane to allow fresh water to be added to livewell. Empty is to drain the livewell, but when in the water it will allow water in the livewell.
This is controlled by a wire that is connected to the switch and to the pump in the bilge area. Check to make sure wire is connected to pump that opens and closes the pump. Also take top of pump off to make sure nothing is in there stopping up the outlet.

You are correct that is the way it is suppose to work. If/when the flap in the plumbing fails all the water will be sucked out of the livewell when you run down the lake. Then your fish will be flopping around in an empty livewell until you stop the boat and it fills back with water...this has happened to me before.
I use recirculate when I have fish in my livewell and empty to drain water. In theory auto is a good thing but it will/can fail. Recirculate will close and stay closed therfore I never use auto.
If I run mine in the empty position, it will allow water in the livewells and will actually run over the top of the livewells. Took me a few trips to determine wht was doing it. I run mine on recirculate until I trailer the boat then set it to empty.
