Without getting into the expensive JDM stuff, a Tatula is going to be hard to beat.

What is "light" for you?
The lightest I ever throw is an unweighted trick worm on a regular 4/0 offset worm hook and being a mostly Daiwa guy, I can get some good distance with an SV105 or a Steez SV TW on an NRX 802c or a GLX 852c.

Knowing what you consider light will help with the suggestions. I have seen threads where a Senko was considered light. A 5" Senko should fly on any reel. Also does the reel need to be a current model?
No doubt I should qualify the question.. A 4" weightless senko throws easy compared to this bait.
Around here the bass get on a summer dragonfly bite.. but they get smart real quick..I bought some baits made by Duo Reallis last year called a Shinmushi its a small winged dragonfly imitation that weighs 1/4 but the wings make it a booger to throw. It works great when I can cast it.. Since me and spinning gear don't get along real well I was looking for any advantage I could find
That Duo bait looks nice but it looks like it might have some wind resistance. There's another dragonfly bait from Lunkerhunt and its one I'm going to try this year.
With those ones I'd probably try my Steez SV TW with a spool of 20 lb braid on a bunch of med action rods. If none of them really worked all that well, I'll dust off a spinning combo

I use a daiwa steez SV6.3 to throw weightless flukes and it bombs them. Awesome reel
Any Daiwa with an SV spool should do ya just fine.

TSURINOYA 6.6:1 Hight Quality Ulttra Light Bait Casting--- cast a 1.5 inch slider grub on a bare hook using 15 lb braid and a 10 lb leader which is about 30 inches on a medium light fast action ALX rod with no back lash well over 60 ft not bad for a $56 reel. I got it as a specialty reel (cheap reel that I would only use once and awhile) now take it every trip..lol

Lot of reels will handle 1/4 oz. fairly well. As you've discovered, it is the parachute attached to the weight that is the problem. You should design a miniature motor that would flap the wings. Toss a lob in the air and let the motor take over. Of course a radio control for it would be nice.
I think I would be trying one of my SV reels with that little monster.
