2000 Venom 17 w/115 Johnson is very hard to turn steering wheel at any speed. Can be scary when ideling up to dock. tough in wind.

10 year old cables....they could need replacing. They could also be in a bind somewhere. My money is just on them needing replacing.

New cables unless you can find someone who can grease them. We use to have a guy up here who could save old cables by a high pressure grease machine he had. Some times it would work some times it wouldn't. Probably best bet is cables as said above. They range any where from 125.00 a peace to 180.00 on single steering units.
I am guessing that you have cable steering. But i am going to ask anyhow. do you have hydrolic or Cable steering? If it is hydrolic you might be low on fluid.
Just my 2 cents.

No Hydraulic, strickly cable.
Probably should just replace it.
Only one so shouldn't be too difficult.
