stratos 19 XL set up help

This is what I have. Stratos 19 XL, 200 HPDI 2.6L Its got a 8 inch Manual Jack plate. I have a 25 pitch trophy on it. Its a bit beat up on the ends of the blades. I am not sure what the Pad to motor is.
Here is what its doing now. At about 65 its starts walking really bad. Its hard to control. Also at full load tanks full, live well full and a tournament load in it. The thing will not come up on plan. Not with out my partner getting up on front deck.
Please help with the set up?

PS I have two of the pvc plugs out of the prop and the other two are pretty big
