A bad day at the lake beats a good day at work.
I had a 1991 285 with a 1996 faststike 175 and 6 in jackplate running a 24 pitch prop and top speed was around 60 mph on gps.

Mine will only run 48 at 4800 rpm and I'm turning a 25 shooter.
Im running a 1988 179v with merc xr2 with a jack plate and a 24p and getting high 60s like 68 or 69. Dont know how simlar the boats are this is my first stratos.But i would say at 4800 your lugging the pis out of it might consider a 22 or 23p. I dont no a lot about a johnson but my merc. is turning around 6200.
My basshawk rank just like that. A raker prop will help. What you need to do is get a jack plate, and raise the motor. A shooter is never going to give you good top end.
I would also suggest you weigh your boat and make sure it doesn't have wet foam. Take all your fishing gear out, and try to get as much gas out as possible, and see what it weighs. Motor is around 400 pounds. Weigh the boat and trailer, and your vehicle, and then take the boat and put it in the water somewhere and go back.
I looked at an 89 285 a couple years ago, and saw alot of evidence of water intrusion. Check in the bilge area aound the gas tanks and batteries.
Also, you need to be spinning that engine more rpms. At least 5400. Have you decarb'd the engine lately?
