Could be a bad connection on the key switch ground wire or a broken ground wire but if you've already replaced the kill switch you would have had to get into the ignition switch if you didn't see any broken ground wires then yes the power pack could be at fault. Just remember the kill switch on that model motor the kill switch doesn't kill the motor.

What my esteemed collegue was trying to say was that '96 and later wiring does not have a separate electrical switch to "kill" the motor when the lanyard is pulled. The later models use a clip that physically turns the key to OFF when some yanks the lanyard.

This has two advantages, first if the driver is ejected, the passenger can start up the motor by turning the key and rescue the person. Also since it is not an electrical switch, there are no corrosion, shorts, sticking, or other problems that can develop.

Re: 98 venom 225 will not shut off (SEAHORSE)

iv had engines of that year do the same thing. what i usally do to check it is to put on a diffrent engine key harness and see if the problem goes away. if so then its in the harness or key switch wiring. if that dosent fix it , then its probally in the kill circuit under the power pack box. the black wire with a yellow stripe can get crushed and not ground out the ignition. almost every time if found where the power pack mount bolts have pinched ,cut or freyed the wire. it could just be unpluged. on that engine all the wires under the power pack are really cramed in there and can cause problems if they arent protcted properly. you could still have a power pack problem. checking those wires and making sure they are connected and none are cut can solve the problem . the power pack is kind of a pain to get out with the flywheel on but it can be done. hope this helps.
